Last week, Hearts announced that experienced goalkeeper Michael McGovern will depart following the expiry of his deal. Fulton, a former Scotland Under-21 international, will be expected to provide depth to the goalkeeping ranks with Zander Clark and Craig Gordon both under contract.
His presence will allow the younger goalkeepers at the club to gain further experience on loan or play with Liam Fox's B team. Liam McFarlane won the Players' Player of the Year award this season with the B team while Harry Stone impressed on loan at Queen of the South, picking up a fan award for his contribution.
Fulton will join the expected arrivals of Yan Dhanda, James Penrice and Blair Spittal who are set to arrive this summer ahead of the new season.
